I've never heard of this game. I guess its a US only release? I'll take a look but I cant promise anything.

1. Find the thermo coupler, install it into the power plant.
2. After you've done that, the East bridge will be available. Go to the JPN CPU and link up. You will get the code for the fire truck.
3. To repair the fire truck you need an OK filter module and fuel.

Check your inventory. Make sure you have all 3 weapons, all modules, full inventory of lights, batteries, battery chargers, albedus box, infrared analyzer, etc. Basically stock up ALL modules in the game. You absolutely MUST have the Analyzer, that's how you will examine your filter modules to see if they are OK or BAD.

The "Pristine Inventory" Rule
The game engine checks for the status and quantity of every item in your pack. To trigger the winning ending, you must adhere to these strict conditions:

Purge the Zeros: If an item says "0 ammo," "0 fuel," or "0 food," it is considered "junk" by the game logic. Even if you have 9 other full items, one "0" item can invalidate your survival check. You must DROP all empty containers and replace with containers that has a quantity.

Status Check: Every item's condition must be "GOOD" or "OK." If a module or supply is "BAD" or says a "0" quantity, the game assumes you are unprepared for the final stand. You will need the ANALYZER to check the filter modules. If you install a BAD one, the game will tell you that the truck will have a fuel issue. Make sure your filter module says OK when you scan it, and drop any BAD ones you have.

The Arsenal Requirement: You must possess all three weapons:

.45 Mag

Machine Gun

Flame thrower

And check your Ammo. If it says "Ammo Bad" drop it and pick up one that has a number listed.

Summary for the Win:
Ensure your inventory list shows a positive integer (1, 5, 10, etc.) for every single slot. If it shows a zero, or BAD, drop it. If you arrive at Mount Mitchell with all modules installed and a "clean" inventory of 1+ units, you will successfully complete the mission.

I hope this helps. I've been playing this game since a kid and re-downloaded it about a week ago, and followed the above steps, and today FINALLY only got to Mt. Mitchell.
