Adding english subtitles for Japanese video game longplays

I'm wondering if it is allowed to add subtitles(mostly English) for Japanese video game longplays for games that never made outside japan?

I'm supporting turning English subtitles on for ALL long plays, regardless of the language of the spoken audio in the game. It's a pain in the butt trying to figure out what some character with a really thick scottish accent is saying even if you are quite fluent in understanding spoken English. And sometimes the audio quality is just so poor that it would help out a bunch to have subtitles.

Theoretically it is possible, however it would be much easier to wait for the implementation of the voice recognition and text recognition tools rather than typing and translating all of that stuff (my predictions 5-10 years to be near perfect)
