By the mid-90's in Japan, PC gaming has already died off (if you don't count visual novels and j-RPGs), thus many of the great PC games never made it to Japan. However console gaming was really a thing, and some of the point & click adventures did find their way on the Playstation, among other genres. That's why this game exist only in japanese (for the PS), as in the west it didn't really made sense to make a point and click adventure for Playstation, if it already exist on the PC. Good thing is you don't need to know Japanese to understand 90% of the game as there is hardly any dialogues.
The story goes... well there isn't any. Collecting all the disks scattered through Neverhood you get to see the story. That's more or less the whole point of the game.
This game also has a sequel, Skullmonkeys.
