Using (screen) capture to record a Personal Computer as opposed to a console as a longplay recording

To have read the "Rules for Recording with Emulation and Real Hardware" thread, does recording real hardware extend to personal computers that also extends to screen capture (E.G. OBS, and Fraps) at least regarding unrerecordable emulators like PPSSPP or RPCS3?

We don't allow screen capture recordings for emulation. This is due to possible inaccurate emulation speed during gameplay would be captured using a screen recording. All emulation for longplays must be don with built in recording as that way we can ensure the gamespeed is as accurate as possible.

and as for instead using external game capture devices like Elgato as its replacement for recording PC hardware as opposed to a modern console?

Same thing. All emulation hiccups would get captured still. If those emulators had avidumping then the result would be different as the avidumps are always 60fps or whatever is outputted in normal conditions.

I do it with Tokyo Mirage Sessions Sharp FE Normal Wii U and Encore Nintendo Switch that offend but you know what I was hoping there will be a Second Tokyo Mirage Session video game that I leaked on the Nintendo Switch 2 featuring solo Kiria and Tsubasa facing the final boss battle finale Itsuki in a Power Rangers Turbo Blue Senturion outfit the Itsurion dedicated to Divatox.
