In 2004 Neo Arc City, a very important doctor named Dr. Ryan and his assistant Dr. Ellis were kidnapped by the terrorist organization STRUM to create a world-ending superweapon as Neo Arc assigns Garcia and Cliff on a mission to save the two scientists, destroy the superweapon and eliminate the STRUM terrorist Gatse Bernar.
