afaik special characters like ' are common in english so you are asking me to make grammar mistakes

A thing to note is that in the videos that have 60FPS, the number '60' will be right next to the HD resolutions. (e.g. 1080p60 HD)

All users have this available now. It pretty much just officially went live. Everyone from publishers to content providers (this includes anyone with a Youtube account) can upload 60 FPS videos.
