The Japanese version does need to be different in some way (snd/gfx/gameplay...) The ft patch just makes it so everyone can enjoy it. If the game it self is exactly the same then its a pointless vide

I mean, this is not allowed, right? Even if the Japanese version is different, he is not supposed to use a translation patch, because there is an official translation.

Because Japanese versions turned fanmade are the same then the japanese ones. Just english. Maybe that wasn't the question you asked but yeah.
