Im having a hard time trying to download the tech video codec.can i use a different codec other than that one?

Correction: it can record PS3. You just have to use component cables and the PVR2 will passthrough. So...Yeah. Get any model of the PVR.

Just in case of a "Why?": PVR2 only does HDMI out. PS3 has HDCP thing (in a nutshell, you can't record PS3 via HDMI) and it can't do component out.

The "go-to" is the Hauppauge HD-PVR. Might I suggest getting the regular ol' HD-PVR or the HD-PVR gaming edition (though, they are the same damn thing). No reason to go to PVR2.
